Filament City's Chief of Police Richard "Ricky" Glazer packs a powerful punch. As a decorated war veteran, and top honors athlete, Captain Glazer keeps a watchful eye over the people of Filament City. His goal is to keep the city 100% crime-free. He and his men could probably do that, if it weren't for all the devious, dangerous dark-doers that descend upon the city, day after day, night after night. But all of them, well, most of them tremble when they hear the words, "Ricky Glazer, Filament City Police. Stand down!"

Elinor "Elli" Edison works as the Concierge at the famous Edison Hotel. That's where she meets Fred Finley, a timid custodian who always carries an old flashlight. Fred and Elli quickly become friends, maybe because they both have an attraction to the science and technology of light. So when Elli is captured by an evil robot, Fred goes after her, with absolutely no idea of what to do.
